4   BIA Administration.

- The Secretary has resigned from the Town of Hearst Non-Profit Housing Corporation and will begin a new job at the Ministry of Natural Resources on January 17th.  He will thus leave his office downtown and will no longer be able to adequately fulfill his functions as Secretary of the BIA.  Members look at different options to replace him.  The President informs other members that Thérèse Lachance of CommunicAction would be interested in the contract.  The Economic Development is also interested, although they are not part of the BIA.

- After discussion, there is consensus that it would be a good time to re-examine the mandate, reason of being and management of the BIA.  There is also consensus to ask the Secretary, as a last task, to analyze the different options discussed (4) and to submit a report at the next meeting in February.

- This report could then be submitted at the annual meeting of the BIA, even if it means holding the meeting a little earlier in the year (in March instead as of May 2005).

5   Report on ice sculptures.

- Report of the meeting held on November 17th, 2004: The President presented the report.  He asked Sylvie Otis if she would be interested to sit on the committee and she accepted.  The BIA will offer prizes (in BIA money) to winners of the ice sculpture contest.

6   Coop student for marketing in January.

- After discussion, this item was differed.

7   New members.

- Mike will approach other people that might be interested.

10 Free parking.

- After a long discussion on this subject, the President proposed that the BIA abandon this method in December, in favor of a courtesy card at the time of a first parking meter violation.
