Meetings

This page will contain the minutes of the BIA's last executive committee meeting, along with the agenda of the upcoming meeting a few days prior to said meeting. Meetings are held every first Thursday of the month.

The last BIA executive's monthly meeting was held on Thursday January 12th, 2006. Here were the subjects discussed:

1		Opening - Agenda. - The meeting was declared open at 7:40 a.m.  The Agenda was Prop. by: G. Gaudreau, Supp. by: S. Otis; CARRIED.
2		Reports of the meeting held on December 8th, 2005. - Prop. by: G. Gaudreau, Supp. by: S. Otis; CARRIED.
3		Front Street Development. - Mike, Gérald and Daniel informed members of the latest developments for this project.  They also informed members that a consulting firm will be in Hearst to conduct a study and make recommendations.  Marc Dufresne said that the Corporation of the Town of Hearst also hired a consulting firm to conduct a study and make recommendations on the town's green spaces and that, maybe, both studies could be done by the same consulting firm.  The BIA and the Town of Hearst would benefit financially if this could be done.  He will get information and get back to us on this.
4		OBIAA and Chamber of Commerce 2006 Membership. - Prop. by: G. Gaudreau, Supp. by: P. Marin-Carrier; Be it resolved to renew the OBIAA membership for 2006 at the cost of $125. - Be it further resolved to take out a membership with the Hearst Chamber of Commerce for 2006 at the cost of $117.00.  CARRIED.
5		List of cheques issued between December 1st and December 31st, 2005 and financial statements. - The list of cheques issued between December 1st and December 31st, 2005 in the amount of $3,023.24 was presented for approval.  Prop. by: S. Otis, Supp. by: S. Leroux.  CARRIED. - Thérèse reiterated that the BIA will have a deficit this year and that measures should be taken to recover this deficit in the next budget year.  This deficit has been dragging for some years now and will get worst with the 2005 deficit.  It was thus decided to form a finance committee to take care of this issue.  The committee will be formed by Marc Dufresne, Gérald Gaudreau, Mike Wilson and Thérèse Lachance.  There is also the possibility to have the budget increased.  The finance committee will hold a meeting with Monique Lafrance to discuss this subject and gather more information on the procedures to be taken for a budget increase.
6		2006 Budget. -  The 2006 Budget will be discussed during the finance committee meetings.
7		Correspondence. - OBIAA Newsletter - Info.  The OBIAA conference will take place in Ottawa this year.  M. Dufresne will check with the Town of Hearst to see if costs could be shared between the town and the BIA. - Sustainable Communities - Conference March 21st to 22nd, 2006 - There is a possibility to assist at this conference depending on the budget. - Destination Nord Bulletin - Info.
8		Other subjects. - Junkyard Symphony: Thérèse obtained information from this group and it was decided not to hire them for the Summer Festival as they are too expensive for the BIA budget. - 2006 Summer Festival: The 2006 Summer Festival will be held on July 13-14-15.  Some ideas were brought up, i.e. play, fashion show. - 2006 Carnival: Sylvie reported that, maybe, there won't be a castle this year, and if there is one, it will be less complicated than last year.  There will also be boot hockey, races, ice sculpture contests and even ice sculpture workshops by a professional. - Free Parking: Following some comments by customers regarding free parking signs, it was decided to put our signs again on parking meters on which it will be indicated that parking is free for customers only.
