This page will contain the minutes of the BIA's last executive committee meeting, along with the agenda of the upcoming meeting a few days prior to said meeting. Meetings are held every first Thursday of the month.

March 21st, 2002 - The BIA executive's monthly meeting took place on March 21st, 2002. Here are the minutes from said meeting:

1   Opening.

2   Report on February 7th, 2002 meeting.

4   Pecuniary interest.

- Nil


5   New president (or vice-president) and new member.

- The Chair of this meeting asks for nominations.

- Prop.: R. Gratton, Supp.: L. Charlebois; that Mike Wilson  be nominated President of the Centre-Ville Hearst Downtown BIA executive for a period of two years.  No other nominations for this position was brought forward.  Mike Wilson accepts. - Carried.

- Prop.: Mike Wilson, Supp.: L. Charlebois; that Rosanne Gratton be nominated Vice-president of the Centre-Ville Hearst Downtown BIA executive for a period of two years.  No other nominations for this position was brought forward.  Rosanne Gratton accepts. - Carried.

- Prop.: G. Gaudreau, Supp.: E. Mignault; that the BIA executive requests that the Town of Hearst Council appoints Mrs.  Manon Pelletier, CIBC employee, as member of the Centre-Ville Hearst BIA executive. - Carried.


6   Budget 2002.

- The secretary presented a preliminary budget.  He stressed that, since no members attended the provincial BIA conference, there was a $2,600 surplus to be reallocated on the budget.  This amount could be used for Christmas decorations, since the municipality accepted to contribute up to $5,000 for new decorations if the BIA contributes the same amount.

- Rosanne Gratton stressed that the BIA and the municipality should consider building their own warehouse for Christmas decorations.  This could be more economical as we already pay $1,100 per year to rent a warehouse which is used at 75% for Christmas decorations.  Municipality will be approached regarding this subject.

- Concerning Christmas decorations, the Chamber of Commerce is looking at possibilities to install decorations on Highway 11.  It is important that these decorations match those of the Centre-Ville Hearst BIA.


7   Sharing of capital expenditures and maintenance costs with the municipality.

- The Secretary presented a table, prepared by the municipality's administrator, showing capital projects, maintenance projects, special projects and parking costs sharing between the municipality and the BIA.


8   BIA Conference: March 17th to 19th, 2002.

- No member could attend this conference.


9   Banners summer 2002 and winter 2002-2003.

- The budget will be modified to include the purchase of new summer banners which are estimated at $800 for 14 banners.


10 Date and theme of Annual Meeting 2002.

- The next annual meeting will be held on May 1st, 2002.  The theme and guest/speaker will be determined at the next executive meeting.


11 Other subjects.

Ad concerning web site in Le Nord:  A small ad will be placed every two weeks in Le Nord, preferably on the cover page, at the cost of $140 annually, in order to further promote the BIA web site.

Billboards outside town:  We have received a quote from CPM Rental in the amount of $1,500 for each billboard.  The budget for these billboards is set at $3,400.  CPM Rental is the only business in Hearst doing this kind of billboard.

Miscellaneous:

- It is recommended that the BIA asks the municipality to equip downtown maintenance employees with scoops in order for them to pick up dog excrement from the downtown sidewalks and that they remove weeds along downtown buildings; AND to allow the installation of decorative boxes on top of the electrical boxes in the downtown area.
