This page will contain the minutes of the BIA's last executive comittee meeting, along with the agenda of the upcoming meeting a few days prior to said meeting. Meetings are held every first Thursday of the month.

April 10th, 2001 - The BIA executive's monthly meeting took place on April 5th, 2001. Here are the minutes from said meeting.

1   Meeting Opening.

- Agenda : Proposed by E. Mignault, supported by L. Charlebois - ADOPTED.


2   Pecuniary interests.

- None. 


3   Report on March 1st, 2001 meeting.

- Prop. by F. Lecours, supp. by E. Mignault : ADOPTED.


4   Executif leadership (presidence).

- Roger Tremblay hands out his resignation letter as president of the BIA, as he is transferred to Thompson, Manitoba as a Giant Tiger manager.


5   2001 Annual Meeting Date.

- After discussion, the meeting will be held on May 2nd, 2001 at 6:30 P.M. at the Companion restaurant. Tickets will have to be printed, and will be sold 10$, giving the buyer access to the meeting AND a his/her dinner that night. The ticket will also automatically enter the buyer in a 200$ draw in Downtown Money. Building and business owners will be invited.


6   Zoning legislation modification : Apartments downtown.

- Members of the executive committee are presented with a memo from Janice Newsome, Director of Planning at the Town of Heast, concerning three modifications to the zoning set of rules, which would affect parking in the downtown. The members of the committee are also informed of a letter from a BIA member opposing said legislation, pointing out that parking space could severely be compromised, and so would the commercial character of the Downtown area. After intensive discussions, it is decided that the BIA will send a letter to the Town stating the BIA's official position - protecting the parking space (already in short supply) and the commercial character of the area is paramount.


7   Bags & Banners with Logo orders.

- The secretary presents the proposal by Classic Displays, for 28 vinyl banners at a cost of 4 256$. Flags Unlimited also issued a proposal for 28 fabric banners (double-backed) at 650$ for the same number of banners. (Flags Unlimited proposal received the day after meeting - after telephonic discussion, it is decided to accept Flags Unlimited's offering.) 


8   Report on March 25-27th OBIA meeting, and membership.

- Members take note of the report made by the secretary, which in short says that the Hearst BIA seems to be on the right track with the web site and branding (i.e. logo) initiatives. The committee also agrees joining the organization at a cost of 99$ per year.


9   FedNor projects claims : April to August 2001.

- To be discussed at the next meeting.


10   Reclamation to Municipality (30 000$) for BIA.

- Prop. by L. Charlebois, supported by M. Wilson, to submit a reclamation to the amount of 30 000$ to thhe Town to cover the BIA's operating expenses for the 2001 fiscal year.


11   University E-Commerce course, April 23rd to June 30th, 2001 (Thursday nights). 

- Information handed out to members.


12   Other Subjects :

- Signs indication location of DownTown:  Unfortunately, the post the BIA wanted to use will be unsuitable for the big sign that was required, according to the Town's engineer.

- Incredible Wildlife Experience at the Summer Festival, July 12-13-14th 2001:  Info.
 

- Inflatables for kids during Summer Festival, and community involvment: Next meeting.
 

- Web site improvement sub-committee report:  Next meeting.
 

- Summer Student hiring:  Next meeting.
