This page will contain the minutes of the BIA's last executive committee meeting, along with the agenda of the upcoming meeting a few days prior to said meeting. Meetings are held every first Thursday of the month.

2006 Annual Meeting

The last BIA executive's monthly meeting was held on Thursday July 6th, 2006. Here were the subjects discussed:

1   Opening - Agenda.

- The meeting was declared open at 7:40 a.m. - Agenda.  Daniel Sigouin would like to add the item "Update on Economic Activities" on the Agenda.  Prop. by: G. Gaudreau, Supp. by: S. Otis;  CARRIED.


2   Report of the meeting held on June 1st, 2006.

3   List of cheques issued between June 1st and June 30th, 2006 and current financial statements.

- The list of cheques issued between June 1st and June 30th, 2006 for a total amount of  $419.09, as well as current financial statements were presented for approval.  Prop. by: G. Gaudreau, Supp. by: S. Otis. CARRIED.


4   Repairs to kiosk - quotes.

- Diane presented three new estimates for repairs to the kiosk doors, one from Joanis Locksmith for an amount of $1,107.15 + transport; one from Fern Girard Const.  for an amount of $1,927.86 including transport and one from Vitrerie de Hearst for an amount of $1,952.22 including transport.   Prop.  by: G.  Gaudreau,  Supp.  by: S.  Otis.  THAT the estimate from Joanis Locksmith in the amount of $1,107.15 + transport be hereby accepted, but only on the condition that the doors are equipped with tempered glass.  CARRIED

Since there's only an amount of $2,000 on the 2006 BIA budget for these kinds of repairs, members would like the Secretary to write a letter to the municipality asking them to give us permission to go ahead with the replacement of all the doors this year and to enter into an agreement to repay the balance over three years.


5   Summer Festival 2006.

- The Committee revised all confirmed activities.  Collège Boréal and Job Connexion will take part of the festival by installing a kiosk downtown.  Mike informed members that Centre Cartier will present a show for kids during the festival.  He also informed members that Pepsi (Kap Beverages) agreed to donate 10 cases of pepsi to be given during the "Rendez-vous on George Street".  Kap Beverages should deliver the soft drinks at the Hearst Corner Store.  Diane will inform them.  Patricia has already 10 names for the Variety Show and she will call them this week to confirm.  For the Funny Photos Contest, we have received only 4 photos as of today.   Marc Dufresne explains that the mini fun zone will consist of a portable basket-ball game, some Frisbees and an information kiosk concerning Kidsport.  The mini fun zone will be installed beside the tent in front of the Northern Season.  Diane gave out posters to Martin for the basket-ball competition and he said that he will take care of the fun poker chips. Diane informed members that flyers have been sent last week and that they should be included with the Weekender this Friday.  She also installed a big poster at the kiosk along with a copy of the flyer.  Mike, Gérald and Martin will be present next week to check the stage and decide where to install it, along with the tent, etc.  Diane also presented the budget for the festival.  She said that, if the Municipality accepts to donate $500.00, we will not go into a deficit, otherwise we will have to make a bigger profit with the mini-putt.  She informed members that the company for the mini-putt (Kloda) was really hard to reach and that their service was not at all good.

Correspondence.

- Community Stakeholders and Designers : Available for those interested.

- Le Bulletin - Newspaper and cd:  Available for those interested.

- Jaefco Safety - Outdoor smoking station: Jaefco have ashtrays available for outside installation.  For those interested.

- CINN-FM - Thank you letter and photos: A letter from Radio CINN-FM was received thanking us for our contribution ($500) to the Hearst Carnival along with photos of the winning ice sculpture.

- Corporation of the Town of Hearst - Nomination of Isabelle Boulanger and Brenda Rosevear: A letter was received from the Town of Hearst confirming the nomination of Isabelle Boulanger and Brenda Rosevear as members of the Executive Committee of the BIA.

Other Subjects.

- Alice Vendette Greenhouses: Diane informed members that the quote from Alice Vendette for the flowers and their maintenance had been incorrectly interpreted and that the total amount for these services was $2,474.00 instead of $1,600.00 like everybody thought.  There's a difference of $874.00 (the price for flowers), that will have to be taken out of other expenses. 

- Letter for ashtrays: A letter will be sent to the Municipality asking them to replace the item "Flower boxes" by "Ashtrays" on the 2006 budget.  We are waiting for a response.  Members think that since the BIA is paying for these ashtrays, merchants should be responsible to pay to have them installed.

- Pelouse Cantin: Diane informed members that Pelouse Cantin was doing a really good job of maintaining the trees downtown.

- Black chairs: Mike informed members that the BIA had donated the black chairs that were no longer used by the BIA to Guy Lozier (Municipality) to use in one of their halls.

- Economic Update: Daniel informed members about new developments on the economic side.  He said that there will be a special activity on July 30th, 2006; a International Air Rally from Oshkosh to Nunavut.  More than 30 planes will be in Hearst on July 30th and people will be able to see planes land and visit them.  Many activities are planned, of which, precision landing and competitions, cocktail and supper organized by the Town of Hearst.  Invitations will be sent to the BIA and other organizations.

Concerning tourist development / initial concept of the recreation department, a study will be made before September 2006 and people from the region will be consulted.  EDC has hired Jocelyn Blais on a contractual basis for a period of 12 months in order to inform the population on the tourist industry.  Presentations will be held in schools, etc.  Ongoing projects are: request for grants for planning, for improving the look of store fronts, etc.  As of this week and on each Friday, the EDC will hold a press conference on Radio CINN-FM at 11:00 a.m.

- Northern: Improvement work at Northern Store should begin as soon as contractors will be available.
