This page will contain the minutes of the BIA's last executive comittee meeting, along with the agenda of the upcoming meeting a few days prior to said meeting. Meetings are held every first Thursday of the month.

September 20 th , 2001 - The BIA executive's monthly meeting took place on September 20th, 2001. Here are the minutes from said meeting.

1   Opening / Agenda.

2   Pecuniary interests.

3   Report on August 29th, 2001 special meeting.

4   Presentation by Mr. Thérrien - Fund Raising Campaign "Bâtissons une communauté en santé".

- With sketches and photos, Mr. Thérrien explained the construction project of the new Foyer. He also gave a picture of the financial aspect in order to achieve this project. Mr. Fontaine asked the participation of a BIA member on the Fund Raising Committee for the Foyer. Mr. Marc Morin explained that this fund raising campaign is unique, both by its significance within the community and its scope; six million dollars. After discussion, the Board offers to hold a special meeting of all its members and entrepreneurs of the Downtown area, where Mr. Thérrien and other members of the Foyer Committee would have the chance present their project. Mr. Thérrien finds that this is a good idea.


5   Correspondence.

- Pledge request from CINN radio: Filed.


6   Halloween Activities: Trick or Treats.

- It is proposed that security on George Street, during Halloween Trick or Treat night, be assured from 3:30 to 5:30 p.m. The secretary will contact the firemen and the OPP concerning this. It is proposed that a sub-comittee be formed to organise a best costume contest. L. Charlebois, R. Gratton and R. Tremblay are willing to sit on this comittee. Northern Store will sponsor the prizes to be given out to winners.


7   Contribution request of $8,400 and loan from the Municipality for the restoration of 26 street lamps.

- The Municipality has refused to contribute to this project, giving as a pretext budget restraints for 2001. Prop. R. Gratton, Supp. M. Wilson. Considering that the Municipality has refused to contribute financially in 2001 to the project of restoration of 26 street lamps in the Downtown area, and

- Considering that the Hearst Downtown has already gone ahead with the restoration of 12 street lamps in 2001, at an estimated cost of $8,400;

- BE IT RESOLVED that the Hearst Downtown BIA pays the whole invoice, estimated at $8,400, for the restoration in 2001 of 12 street lamps in the Downtown area; and

- BE IT FURTHER RESOLVED that the BIA informs the Municipality that it considers its members have already done their part for the restoration of these street lamps and urges the Municipality to proceed, at their expenses, to the restoration of the remaining 14 street lamps, and this, as soon as their finances be reesatablished and not later than Summer 2002. - ADOPTED.


8   List of Cheques.

9   Meeting with the Municipality to Discuss Downtown Parking.

- The President ask to suggest to the Municipality to hold the meeting on October 4, 2001 at 8:00 a.m. 


10   2001 Christmas Party.

- No one is willing to organise the party this year. 


11   Quotes for Meter Caps (84).

- R. Gratton gives two quotes to the President for the fabrication of caps. One quote is for $7 each cap, the other is for $3 each cap. M. Wilson suggests that maybe the BIA could purchase special tape on which would be printed "Stationnement Libre - Free Parking".
